"There are easier groups but there are a lot more difficult groups as well," Irish manager O'Neill told RTÉ Sport.
"When we were drawn we already had Moldova and Georgia, and I thought 'well going back to Georgia is not what you want or what you are looking for'. Then Serbia - and I thought it might be exceptionally difficult.
"With the two teams - Austria and Wales - you miss out some of the big sides, but at the end of it all I think it is a group where teams can take points off each other.
"Funnily enough, I just walked past one of the Germans who told me they were delighted they’ve not got Ireland again!"
Serbia won the under-20 World Cup in New Zealand last month and O'Neill highlighted them as a potential rival.
"Although they are not going so brilliantly now in this European qualifying campaign - they actually threw away qualification for the last World Cup towards the end of their campaign," he said.
"They were in Belgium’s group and I think they threw it away tight at the end. They’re a fine side, we played against them in March of last year. [They have] A lot of good players
"It’s a group where teams will take points off each other... and I think we are pleased enough to be in it."

"It's a good group and you look at other groups and think it maybe could have been easier, maybe it could have been tougher," Coleman said.
"It's a positive group, there'll be some great games and I think the whole nation will be looking forward to it."
"We're looking forward to it. There's some good teams in there, strong teams," Coleman said.
"It's never easy going to places like Georgia and Moldova. It's always very difficult, and, of course, we know the quality of Republic of Ireland and Austria.
"In the last campaign in the World Cup [2014 qualifying] we faced Serbia and were beaten heavily twice, so we know there's good teams in there.
"But what we know is in the last two or three years we've really improved as a nation and at the moment, at our strongest, we fancy ourselves against anyone.
"I don't say that flippantly because we're in amongst some good teams."
