To get to Safe Mode, take these steps:
1. Turn on (or reboot) your computer.
2. Wait for the computer to initialize the hardware and prepare to load the operating system.3. Press and hold the F8 key while you wait for the Windows logo to appear. if the Windows logo appears or if the operating system begins to load, you may need to restart the computer and try again.

Switch computer on - pressing F8 while the bios is booting will usually result in entering Bios Boot Option screen.
After BIOS has finished booting and you get to a point where the screen shows its switching to WINDOWS and the boot drive - tapping F8 a few times as it starts to enter Windows will result in accessing the SAFE BOOT MODE.
Hard to explain as each computer boot up is different - however after a few restarts you should be able to tell the difference between BIOS booting section and the point where windows is starting up.

Find a copy of the OS disk and boot from that CD into the setup. Choose the repair option and then use system restore to revert back to a restore point
