Report on Parliamentart election in GeorgiaParašyta: 2008 Gegužės 22, 15:17
Lithuanian Eastern Europe Studies Centre (EESC) has been registered by a Decree No. 186 of Georgian Election Commission on May 18, 2008, as an international observers' organization.
96 representatives of various Lithuanian youth organizations (representatives of Young Conservatives League, Lithuanian Liberal Youth, Lithuanian Union of Social Democratic Youth, Lithuanian North Atlantic Treaty Association, Lithuanian Youth Council and the Institute of the International Relations and Political Science of Vilnius University) were assigned as international observers and sent to 10 towns of Georgia (Tbilisi, Batumi, Zugdidi, Kutaisi, Khashuri, Kareli, Gori, Mtskheta, Rustavi, Telavi). 73 polling stations have been observed during the short-term election observation mission of the EESC. It has concentrated on monitoring the proceedings on the Election Day.
The leading objective of the EESC mission at the Georgian Parliamentary Elections was to observe the election (together with other independent national and international observers), to undertake the analysis of the election process and to provide its assessment. The final report of the EESC represents the observations and assessments of the Election Day.
The report provides the assessment of the Election Day as reported by the EESC observers from various polling stations in different regions of Georgia. The report is based on findings which were collected using formalized questionnaire and which has been filled in by every EESC observers' team. All EESC observers were divided into the teams (comprised of two persons) and were allocated to polling stations. Observers have been present in 73 polling stations during all of the Election Day.
According to the reports from polling stations, the voting process can be evаluated as essentially consistent with the main principles of democratic and free elections. The EESC observers have not reported any serious violations although a few shortcomings can be reported.
Polling took place in a peaceful atmosphere and within well-organised election framework. The EESC observers assessed the opening of polling stations, the voting process, the closing of polling stations and the counting of votes. 86 per cent of the observers evаluated the opening of polling stations as good or very good. 82 per cent stated that the voting process was good or very good. 76 per cent evаluated the closing and the counting of votes as good or very good. No significant regional variations were noted with regards to the conduct of polling.
Georgian election legislation provided favourable conditions for domestic and international observation. Observers' reports did not highlight any significant problems in the exercise of their functions.
Positive aspects of the election process included:
- Voting day started on time, and in the polling stations under observation the Precinct Election Commission followed the opening procedures carefully and in accordance with the Election Code;
- During the Election Day, the process was generally well organised, the polling staff seemed well prepared to fulfil their duties. Qualifications of staff have improved in comparison to the President Elections held in January 2008;
- The identification of the voters according to the voters' list went rather smoothly and the lists seemed to be generally accurate;
- The secrecy of vote was fully ensured. In several isolated cases voters voting in groups (family voting) were observed;
- No campaign activities were noticed inside or in the vicinity of the polling stations;
- On the whole, the Precinct Election Commissions followed the rules and the voters were generally aware of the voting procedures;
- Members of the Precinct Election Commission properly reacted to the remarks of the observers. All claims of minor type have been responded to in a timely fashion.
Some specific remarks on voting process can be made:
- One general observation regarding voting process is the impact of Georgian cultural peculiarities on the electoral behaviour. Several observation teams have reported continuing heated debates among the members of election commission;
- There were observations that voters who were registered in the annex to the voters list came to the polling station and voted according to regular procedures;
- Due to the occasionally uneven flow of the voters several accidents of improper marking or checking of the marking of voters have been observed. However, they cannot be considered to constitute serious breaches of the electoral procedures as those defects were taken into consideration and solved immediately after the notice of the observers;
- Main problems noted during the voting were related to the attempts to imitate increased tension in the polling stations. In some cases irresponsible behaviour of representatives of political parties impeded smooth functioning of the commissions. There were a few cases in the polling stations where conflict among the members of electoral commission members took place and the representatives of political parties left the polling station. Such actions could be named as deliberate and even evаluated as sabotage with the aim to increase the pressure both on the commission and the voters.
Conclusions and Recommendations:
- The shortcomings mentioned could not be considered as serious violations which may have had any significant impact on the overall results of the elections. The EESC admits that the Georgian Parliamentary elections were well managed, free, fair and conducted in accordance with the democratic standards. An improvement in all stages of the voting process in comparison to the Presidential election held in January should be emphasised, along with the positive changes the understanding of democratic processes within the Georgian society.
- The EESC observers' mission issued the following recommendations: political parties should be more responsible in their activities during elections; behaviour of political parties should become an example of the implementation of democratic values and principles in the Georgian society.
