Conclusions
Georgia’s ability to navigate through the period of cohabitation and to handle this transfer of power will help the country to break away from the post-Soviet space and join the European and Euro-Atlantic community more than any other factor. Georgia could become a role model for other nations yearning to change and democratise their political systems. Therefore, it is crucial that Georgia continues to make progress in terms of free and fair elections, freedom of expression and forging less antagonistic and more constructive relations with the political opposition. There are no conceptual ideological differences between GD and UNM, as they both see Georgia as a democracy and a future member of the EU and NATO. Therefore, the current political standoff is based not on ideology, but on personal ambitions and political immaturity that must be overcome as soon as possible for the sake of the Georgian national interests.

Your Rapporteur prefers to look at the situation in Georgia as the glass which is half full. While progress in the field of democracy building has been less impressive than other achievements of the Rose Revolution, one should remember that any revolution in its initial stages employs methods that could be considered questionable under normal circumstances. Expert Johan Engvall argues that “many of the decisions made in Georgia since the Rose Revolution would have been untenable in a dispersed pluralistic political system” (Engvall). While this conclusion may or may not be acceptable to committed democrats, it has to be taken into account when discussing legal responsibility of former government officials. While extreme abuses should be investigated, it is crucial that the arrests of government officials not be seen as selective justice. In this regard, your Rapporteur commends the OSCE’s announcement that its Office for Democratic Institutions and Human Rights will establish a monitoring operation to follow and assess the trials.

Whether or not unorthodox methods of governance could have been justifiable during the initial stages of the revolution, your Rapporteur is firmly convinced that by now the Georgian state is mature enough to take the next step and to prove it can function as a full-fledged democracy. The country must find a balance between the disproportionate hegemony of one “party of power” (which was the case prior to the 2012 parliamentary elections and could possibly happen again after the October 2013 presidential elections) and extreme polarisation and antagonism that taints the period of ‘cohabitation’.

In fact, the Rose Government also included people who were sceptical towards the EU. Kakha Bendukidze, one of the principle architects of the Georgian reforms, represents a powerful group within the Saakashvili camp that would like to see Georgia in the category of ultra-liberal economies such as Singapore or Taiwan rather than within the EU, which is considered to be ‘too socialist’. Observers note that some of Saakashvili’s reforms, such as the introduction of a flexible labour code, are too libertarian for a future EU member.
