Despite #Canada, the US & UK pushing forward on seizing Russian assets to pay for #Ukraine’s victory & reconstruction #Germany is still blocking.
I lay out why I think this is below - and do check out the important piece in the link from
@P_O_Heinemann
on why there is no legal impediment - domestic or international - to seizing #Russia’s assets although necessary domestic legislation would need to be passed to cover this.
So what’s the problem in Germany? What is lacking is the political (& bureaucratic) will.
From recent discussions on this topic here in Berlin I see the following:
- inability/ unwillingness to properly weigh the *actual* damage caused to international law and order by Russia’s repeated violations including the full-sack invasion of Ukraine (& letting these go unpunished and in fact rewarded) against any potential damage caused by democracies standing up for themselves to #MakeRussiaPay
- inability/unwillingness to see how damaging to our deterrence, the credibility of our resolve not properly standing up to Russia by suppprting Ukraine’s victory is - part of this is that we are obviously not willing to do what it takes to win (including seizing Russian assets) which signals weakness & makes us more appealing targets in future.
- prioritisation of ‘clean hands’/ pristine conduct over properly responding to the situation. There is a desire for blamelessness in parts of the German establishment that borders on a fetish - and which is going to be historically dashed on a grand scale.
If we fail to win in Ukraine & if this leads Putin & others to conclude that we are soft targets & we end up being attacked or subjugated, this same, blame averse establishment will be significantly responsible.
- failure to understand multiple sources of legitimacy in international affairs - following your interpretation of the rules and going against your own interests and values is no way to build credibility or ordering power. Yet that is what Germany is doing - in its policy overall as well as on this issue.
Too much of the German establishment still seems blind (wilfully or otherwise) to the danger we are in - and are this not acting accordingly for Ukraine or for Germany.
