The United States is actively expanding and enhancing its military base network and troop presence across Europe, particularly on NATO's eastern flank, in response to Russian aggression against Ukraine. This includes establishing new permanent facilities and upgrading existing ones to accommodate more forces and advanced capabilities.
Key developments in the extension of U.S. bases in Europe include:
Major Hub Expansions
Romania (Mihail Kogălniceanu Air Base): This base is undergoing a significant $2.7 billion expansion to become the largest NATO military base in Europe by 2030, capable of hosting 10,000 soldiers and civilians. The project includes a new runway, hangars, and supporting infrastructure.
Poland (Various locations): The U.S. established its first permanent Army garrison in Poland in 2022 (USAG-P). Poland is investing heavily in infrastructure projects across 11 locations, including at Powidz, which is becoming a major military complex to support Polish and NATO forces.
Germany (Wiesbaden and Ramstein): Wiesbaden has been expanded to host the headquarters of the U.S. Army in Europe and Africa, and new operational units are being stationed there. Ramstein Air Base has also seen major expansions and a new medical center construction.
United Kingdom (RAF Lakenheath): The U.S. is forward-stationing two squadrons of F-35 fighter jets here and funding a $253 million upgrade to support future nuclear deterrence missions.
Strategic Force Posture Enhancements
Increased Troop Presence: The number of U.S. troops in Europe has increased to around 100,000 since the 2022 invasion of Ukraine, the highest level since 2005. The focus is on a mix of permanent and rotational forces, with permanent forces considered more operationally effective.
New Defense Cooperation Agreements: The U.S. signed defense cooperation agreements with new NATO members Finland and Sweden in 2024, granting access to a combined 32 military locations (15 in Finland, 17 in Sweden).
Naval and Air Defense: The U.S. is working with Spain to increase the number of destroyers at Naval Station Rota from four to six and has forward-stationed additional air defense artillery units in Germany and Italy.
Logistics Hubs: In Luxembourg, a $100M project is underway to expand the largest U.S. Air Forces in Europe depot for storage and support of deployable air base systems. The port of Alexandroupolis in Greece is also being expanded as a critical transport node.
These efforts aim to enhance NATO's deterrence, improve interoperability with allies, and provide the U.S. with greater flexibility to project power across Europe, Africa, and the Middle East.
