Makes sense if you think about it. Zoom reaching through the breach and ostensibly killing Jay is an act of sorts. I do believe the Jay Garrick we have been seeing has noble intentions and no ulterior motives, but like he himself said "I lusted after speed". So, I think the V-9 formula heals him but leaves him without speedster powers. That hand coming through the breach was basically Zoom's origin story. Zoom knew exactly who was standing next to the breach because Zoom is in fact Jay from the future lusting after speed after the V9 heals him but leaves him without the speed force. Just a theory. Its also possible the POW tapping man in the mask is another version of Jay from a different timeline. There are so many possibilities and variations but I think it's pretty obvious that Zoom is some form of Jay or Zoloman from a different timeline.
