The National Indoor Sports and Sir Chris Hoy Velodrome scheme will form the centerpiece to Glasgow's bid for the 2014 Commonwealth Games and will also feature as the cornerstone of a full regeneration of a previously brown-field industrial area. The NISA and velodrome - which will be one of the biggest indoor sports facilities of its type in Europe - will be located in the East End of Glasgow, close to Celtic Park and the Commonwealth Games Athletes’ Village.
Concept architects Sport Concepts are working in collaboration with delivery architects 3D Reid and specialist velodrome and athletics track designer Ralph Schuermann, who designed the 2008 Olympic Games velodrome in Beijing. The design of the velodrome’s track - and its accreditation by the Union Cycliste Internationale (UCI) - is key to the success of the Sir Chris Hoy Velodrome as an event arena.

SITE
The NISA and velodrome site is approximately 10.5 hectares in the East End of Glasgow, situated on a main route into Glasgow City Centre, and is located immediately to the south of Celtic Football Stadium. It is bounded by London Road to the north, Springfield Road to the east (and beyond that land designated for the 2014 Commonwealth Games Village). Bogside Street lies to the south, Kinnear Road to the east and to the west land designated for East End Regeneration Route. Approximately half of the site is a former railway goods yard, and various factory uses and the remainder former residential housing. The site is approximately 120m north west of the River Clyde at the closest point.

DESIGN PROPOSAL
The Central Hub of the building connects the Indoor Sports Arena with the Velodrome. The building has five main levels: basement level, service level, concourse level, level 1 and level 2. The gross floor area of the entire complex is 40,440 sqm. The height of the building from the main concourse to roof parapet is approximately 18m.
The Indoor Sports Arena (NISA) will have up to 5,000 spectator seats for athletic competitions and utilises double stacking telescopic seating. There will be a hydraulically operated 200 metre running track and associated warm up track, jumping and throwing areas, and two sports halls.
A community Sports Centre adjacent to the Arena comprises one sports hall, dance studio, gym/spa, crèche, and outside four outdoor 5-a-side pitches, and one km external cycle track
The indoor velodrome will have approximately 2,000 seated and 500 standing spectators at cycling competitions and events viewing a 250m wooden high banked cycle track (with ability to add approximately 1500 temporary seats for the Commonwealth Games. This will be a training venue for the national team cycling clubs and the local community. At events the track infield may also accommodate hospitality functions.
The NISA and Velodrome are physically connected to a 4 storey Central Hub. The Hub contains following key spaces:-
- Day to day entrance and reception for the community sports facilities, café, elite athletes support facilities, and public entrance to offices.
- Community sports centre facilities including dance study, gym, spa and creche.
- A large spectator foyer at main concourse level to serve the Arena, Velodrome and sports hall venues.
- Offices for sports federations and Culture and Sports Glasgow’s sports development section, event control rooms, meeting function rooms.
- Ancillary accommodation, such as changing extensive toilet facilities storage and facilities management.
The Hub is set to play an important role in the arrangement of spaces by providing the facilities which are common to the NISA, Velodrome and Community Sports Centre - it is hoped that this will reduce the cost of the building’s management and maintenance.

MATERIALS
The external materials proposed for the building are aluminium grey metal cladding panels for the main building with feature silver composite panels. Charcoal grey concrete panels are proposed at pavement level up to 3 metres in height around the building and for the retaining walls immediately adjacent to the building. All metal doors and roller shutters are to be painted out to match this charcoal grey band. The proposed windows are obscure frosted panels with bands of solar double glazed units in between on the main entrances.
The external materials for the hard landscaping at the Upper and Lower Plaza are 40% granite and 60% coloured asphalt. The remaining area within the plazas is to be coloured asphalt. It is proposed to have feature street furniture comprising sculptures, seating, flagpoles and banners within the Plazas.

WIDER CONTEXT AND LEGACY
NISA is one of a number of key projects in the Clyde Gateway area which it is hoped will contribute to place change on a huge scale in this part of the City. Key adjacent projects to NISA include:
-The 2014 Commonwealth Games Athletes’ Village, which will provide accommodation for competitors and officials participating in the Commonwealth Games. The Village will also provide all the associated facilities required for the period of the Games, such as dining facilities, medical facilities, a transport hub and all other facilities required for the event. Following the Games, the Village will become a new residential neighbourhood, providing up to 1500 new homes and associated amenities. Connections between NISA and the Village will be of vital importance, both for the period of the Games, as NISA and the Velodrome are key Games venues, and beyond to ensure residents’ access to NISA is maximised.
-The East End Regeneration Route (EERR), which is a new road proposal in the east end of Glasgow that is set to bring development and employment opportunities to the City and is a key piece of infrastructure associated with Clyde Gateway regeneration and the Commonwealth Games.
It is hoped that the delivery of the Games facilities and supporting infrastructure will make an important contribution to the regeneration of the Clyde Gateway, and that NISA and the Velodrome will offer the opportunity to leave a lasting legacy in the form of improved sports and cultural facilities.
