Tbilisi to develop its rail network
Wednesday, December 22, 2010
SYSTRA, France, has signed two contracts with the mayor of the Georgian capital, Tbilisi, to design a tram network and develop an urban master plan.
The first contract is being funded by the French government and will last one year. It involves initially devising a multimodal traffic model for the city and then designing the first line of a tram network. It is hoped to complete the first 15km tram line by 2014.
The second contract, funded by the European Bank for Reconstruction and Development, was signed on behalf of Georgian Railways and concerns a project to divert the existing railway around the city to free up land in the centre for redevelopment and the construction of a boulevard and tram line. Systra is in a consortium with Apur, France, and Spectrum, Georgia, for the study which will last eight months starting in January.
Tbilisi tram design contract signed

GEORGIA: The Mayor of Tbilisi Gigi Ugulava signed contracts with French consultancy Systra on December 17 covering studies for a proposed tram network and the development of an urban master plan as part of the city's railway bypass project.
The French government is financing the development of plans for a tramway. Systra is to undertake a year-long study for a 15 km line linking the city centre with the Saburtalo university district via Rustaveli and Chachavadze avenues. The Georgian authorities hope to open this initial route in 2014. Longer-term plans include further lines serving the airport and the densely populated northern areas of Digomi and Gldani.
On behalf of Georgian Railways the Mayor also signed a contract for a consortium of Atelier Parisien d’Urbanisme, Systra and local partner Spectrum to develop an EBRD-funded urban transport master plan as part of the Tbilisi railway bypass project. The 27 km line will enable train services to be diverted away from central Tbilisi, freeing 90 ha of railway land for redevelopment. Construction began in October, with the work being undertaken by China Railway 23rd Bureau Group and Khidmsheni with GR subsidiary Railway Construction as subcontractor.
Systra will develop infrastructure plans, including proposals to use the vacated rail corridor for a new boulevard which could include a tram line linking Mtskheta, the former Central station site, the airport, Rustavi and Gardabani. The study is due to be completed in September 2011.
Systra signs two contracts with Tbilisi City Authority in Georgia
On 17 December 2010 in Paris, the Managing Director of Systra, Philippe Citroën, signed two contracts with the mayor of Tbilisi, Gigi Ugulava. One was for a design study for the development of the Tbilisi tramway network, whilst the other concerned the urban master plan for the Georgian capital.
Designs for the development of the Tbilisi tramway network: this project is being financed by the French government and the initial phase involves devising a model for multimodal traffic for the Tbilisi urban area. Phase 2 concerns the scheme design for the first line of the new tramway. This line will be around 15 km long and connect the city centre to Saburtalo (universities) district. The route will run via Rustaveli and Chachavadze avenues. The Georgians want the line to come into service in 2014. In the longer term there are also plans for other lines to the airport in the south and to the densely populated areas to the north of the city (Digomi and Gldani). The study was launched at the beginning of December 2010 and is due to last 1 year.
Tbilisi mass urban transport plan : this project was signed on behalf of Georgian Railways, in the presence of its CEO, Mr. Irakbi Ezugbaia. It is being financed by the EBRD. Systra will be operating as part of a consortium with APUR (Atelier Parisien d'Urbanisme, leader) and its Georgian partners Spectrum. The creation of the Tbilisi rail bypass will free up space in the city centre (currently used for track, depots and workshops, etc.) providing around 90 hectares of land for redevelopment and making way for a new city boulevard. This landmark project will undoubtedly be the most prestigious urban development project for Tbilisi and the surrounding area for the next 20 years. Systra will be in charge of the infrastructure plan, including the option of constructing a tramway line along the new corridor to fit in with the overall designs for the tramway network. The study is due to last 8 months from the end of January 2011.
