What we know as of 0900 Central Time
After Maint last night DLC, Arcade, and other items are missing from Live.
People are getting errors when trying to access DLC or download new items.
No one knows why or when it will be fixed.
So far, no replies from Microsoft.
Publishers won't have a clue since they have no control over what happens on Live.
It appears the servers might have been rolled back a week.
We are all screwed until it's fixed.
This should cover 99.9% of the recent Why is "X" not on Live posts.
Edit: If you buy Magic or Sam and Max and it stalls at 1% or just craps out completely there are no refunds so don't bother asking. Once they fix whatever they screwed up it should download correctly from what other users are saying.

An unexpected system-wide issue has prevented Microsoft from pushing games live on Xbox LIVE® Arcade this morning. Unfortunately that means that Duels of the Planeswalkers is not yet available for download. The people at Microsoft are hard at work fixing the problem, and we’ll let you know as soon as the game becomes available. Thank you for your patience.

Thanks everyone for their enthusiasm! We've received word from Microsoft that there is an issue affecting all the games that were set to release today, Duels included. The download function is live through the Marketplace and the XBLA site, but the game gets stuck at 1%. They are working hard to correct the issue as soon as possible.
We're very excited about Duels launching today, and hopefully you'll all be battling in the Multiverse soon ;-P
I'll post an update when I get one.
