The Brazilian winger didn’t play much for Roma this season and reports in Italy have linked him with both the Italian and Catalonian giants.
His future at the club seems uncertain after falling out with Luciano Spalletti earlier during the campaign but Veloz insists his player is going nowhere.
“Mancini leaving? You will have to ask Roma that question,” Veloz told LaRomaSiamoNoi.
“It’s a question which should be put to Daniele Prade not me.
“I know nothing about him leaving or the rumours linking him to Inter and Barcelona.
“Maybe Inter or Barcelona know something, all I can say is that I don’t.
“Mancini has a contract with Roma until 2009, as for the rest, Prade knows the answers.”
Roma will be looking to challenge for the Scudetto next term after playing second fiddle to Inter for the past two years and it would make no sense to let their best players leave.

One of the points of discussion concerning Inter's transfer strategies is undoubtedly the players who are set to leave the club following the arrival of coach Jose Mourinho.
Midfielder Dejan Stankovic, a favorite of former coach Roberto Mancini, is one of the likely departures, and there are currently talks with Atletico Madrid to strike a swap deal with Argentinean goalscorer Sergio Aguero.
Honduras striker David Suazo, who had a largely disappointing first season at Inter, has followers both in Italy and Spain. Last year the Nerazzurri beat the competition of both Milan and Roma for the former Cagliari star, and now it seems the Giallorossi are willing to make a move for the player again.
Sevilla are willing to pay a fee of 15 million euros for the player, and they are also capable of paying his current salary of just over 3 million euros. Valencia are another team interested in Suazo, as are Manchester City.
Concerning Adriano, San Paolo would like to keep the player after his successful five-month loan stint, but Inter and the player will only consider proposals to buy him outright. There are also other teams in Serie A interested in him, but the Nerazzurri don't want to let the player leave unless they sell him.

The 17-year-old Balotelli is widely seen as one the most best young talents in world football, and he has burst onto the Serie A scene this season, making 11 appearances and scoring three goals.
Balotelli’s current deal at San Siro runs out in 2010 and he earns just €60,000 a season. The forward has been in talks over a new and improved deal, but negotiations have not gone well at all, with the youngster said to be unhappy with the financial terms he has been offered.
The outspoken Balotelli has already come out in the press threatening to quit the club, not only if his contract is not improved, but if he is not given a first team place next season.
However in a shocking declaration, Balotelli may have just signed his own exit papers out of the club after admitting that he feels nothing for Inter.
"I do not feel for Inter inside," the Gazzetta dello Sport has reported Balotelli as saying.
It is speculated that this statement may be a ploy to try and get Inter to equal the wages that Alexandre Pato earns at Milan, which is €1.2m a year.
However whether the Nerazzurri will be willing to keep him following these damning statements remains to be seen. Chelsea and Manchester United are both ready to pounce
