Congressman Luis Gutierrez (D-Ill.) introduced an immigration reform bill in the House of Representatives on Tuesday. The bill provides a path to legalization for illegal immigrants which requires them to pay a $500 fine and to learn English. They could then apply for a six-year visa and eventually a green card.
The bill would also prohibit separating families through detention and penalize employers for knowingly hiring workers who are illegal immigrants.
"While the Gutierrez bill doesn't have all the answers, it begins the dialogue in Congress," said Ben Johnson, Executive Director of the American Immigration Council in a press release.
According to Johnson, the bill contributes to "restoring due process and discretion to the immigration system."
New York Senator Charles Schumer is expected to introduce immigration legislation in the Senate in the new year.
According to a press release from Rep. Gutierrez's office, the 644-page bill is "pro-family, pro-jobs and pro-security." Its official title is the Comprehensive Immigration Reform for America’s Security And Prosperity (CIR ASAP) Act of 2009.
