IREX - ი აცხადებს 2006-2007 ევრაზიის სტუდენტურ გაცვლით პროგრამას (UGRAD). ევრაზიის სტუდენტური გაცვლითი პროგრამა დაარსდა აშშ კონგრესის მიერ 1992 წელს და მისი მიზანია, ხელი შეუწყოს ევრაზიის ქვეყნების დემოკრატიულ და ეკონომიკურ განვითარებას. იგი წარმოადგენს აშშ სახელმწიფო დეპარტამენტის განათლებისა და კულტურის ბიუროს პროგრამას და მას ადმინისტრირებას უწევს საერთაშორისო კვლევისა და გაცვლების საბჭო (IREX). პროგრამა საშუალებას აძლევს პირველ, მეორე და მესამე კურსელებს სომხეთიდან, აზერბაიჯანიდან, ბელორუსიიდან, საქართველოდან, ყაზახეთიდან, ყირგიზეთიდან, მოლდავეთიდან, რუსეთიდან, ტაჯიკეთიდან, თურქმენეთიდან, უკრაინიდან და უზბეკეთიდან ერთი აკადემიური წლის განმავლობაში ისწავლონ ამერიკის შეერთებული შტატების უნივერსიტეტში ან კოლეჯში. პროგრამაში მონაწილეობის შედეგად არ მოხდება აკადემიური ხარისხის მინიჭება.

პროგრამის ყველა მონაწილე დაესწრება ლექციებს ერთი აკადემიური წლის განმავლობაში. პროგრამის მონაწილე ვალდებულია შეასრულოს მინიმუმ 20 საათის მოცულობის საზოგადოებრივი საქმიანობა განთავსების ქალაქში სწავლების პირველ სემესტრში, ხოლო მეორე სემესტრში გაიაროს ნახევარ-განაკვეთიანი სტაჟირება. სტუდენტები, რომლებიც ანკეტის ჩაბარების მომენტში სწავლობენ პირველ კურსზე, ისწავლიან ორწლიან საზოგადოებრივ კოლეჯებში და იცხოვრებენ ოჯახებში ან უნივერსიტეტის საერთო საცხოვრებლებში. სტუდენტები, რომლებიც ანკეტის ჩაბარების მომენტში სწავლობენ მეორე ან მესამე კურსზე, განთავსდებიან ოთხწლიან კოლეჯებსა და უნივერსიტეტებში და იცხოვრებენ უნივერსიტეტის სტუდენტურ საერთო საცხოვრებლებში.

პროგრამა სრულად არის დაფინანსებული და ითვალისწინებს შემდგომს: მხარდაჭერას J-1 ვიზის მისაღებად, მგზავრობას მონაწილის საცხოვრებელი ქალაქიდან მასპინძელ ინსტიტუტებამდე აშშ-ში და უკან, სამედიცინო დაზღვევას, უნივერსიტეტის სწავლების საფასურს და სხვა სავალდებულო საუნივერსიტეტო ხარჯებს, ბინის ქირას და კვებას აშშ-ში ყოფნის დროს, თანხას წიგნების შესაძენად, ყოველთვიურ სტიპენდიასა და ინგლისური ენის გაძლიერებულ კურსებს (საჭიროების შემთხვევაში), და მოგვიანებით, სხვადასხვა სახის ღონისძიებებს იმ მონაწილეთათვის, რომლებიც წარმატებით შეძლებენ პროგრამის დამთავრებას.

Human Rights Monitoring

6 September 2006 - 28 November 2006

This distance learning course provides participants practical guidance on how to monitor human rights. Participants will be introduced to the doctrine and methodology of human rights monitoring, primarily as developed through the work of international organizations and NGOs, such as the Committee for the Prevention of Torture, the International Helsinki Federation for Human Rights, Amnesty International, Human Rights Watch, Association for the Prevention of Torture (APT) and national human rights NGOs. The participants are supposed to acquire theoretical and practical knowledge on the principles and the methods of human rights monitoring and on monitoring of specific institutions and situations. The course addresses approaches to identifying human rights violations, information-gathering, interviewing, monitoring some basic human rights and freedoms in the context of closed institutions, camps for refugees or IDPs, trial observations etc. It deals with preparation of reports, advocacy, interventions with international monitoring mechanisms, local authorities and other follow-up.

The course involves 60 hours of reading, on-line working groups, interaction with students and instructor and assignments, and is offered over a three-month period, beginning on 6 September 2006. E-mail will be the main medium for the course, although participants will need to have periodic access to the Web. The course is based on a participatory, active learning approach, with an emphasis on peer-to-peer learning. Participants will do the required reading, prepare individual and group assignments and participate actively in group discussions, and in periodic chat sessions. The course draws on a variety of sources, including, but not limited to: Malcolm Evans and Rod Morgan, Combating Torture in Europe: The Work and Standards of the European Committee for the Prevention of Torture (Strasbourg: Council of Europe, 2002), Human Rights Monitoring (Warsaw: Helsinki Foundation for Human Rights, 2001), Monitoring places of detention: a practical guide for NGOs (Geneva: APT and ODIHR, December 2002), Camille Giffard, Torture Reporting Handbook (Essex: Essex University, 2000), Training Manual on Human Rights Monitoring (Geneva: United Nations, 2001), and UKWELI: Monitoring and Documenting Human Rights in Africa (Dakar: Amnesty International and CODESRIA, 2000).

The maximum number of participants is 25. Students who successfully complete the course will receive a Certificate of Participation. It is also possible to audit the course.

A learning opportunity for youth workers to address discrimination through Human Rights Education.

The All(B)right concept offers a range of learning opportunities for youth workers to address discrimination in European Youth Work and consists of three complementary phases:

Phase 1 - A 6 day international training course in May 2006 in Slovakia, aiming at the development of competencies to address discrimination in youth work.
Phase 2 - Support to develop projects as an outcome of the training course, addressing anti-discrimination within the YOUTH Programme of the European Commission in 2006.
Phase 3 - An evaluation seminar at the end of 2006, aiming at the evaluation of participants projects, the development of relevant competencies and the examination of opportunities for further co-operation. Date and place of this seminar are not known at this stage.

Profile of Participants:

actively involved in activities for and with young people;
(interested in) working in the field of Human Rights Education and/or anti-discrimination;
able to communicate in English;
Involved in the practical work with their target groups (e.g. youth workers who guide and accompany young people);
willing to develop a project within the YOUTH Programme as an outcome of the training course;
intending to participate throughout the full duration of the training course;
have full support from their organization to participate in all three phases of All(B)right.
Costs
Programme costs and costs for board and lodging will be paid by the National Agencies of Austria and Slovakia of the YOUTH Programme. Travel costs of participants are to be paid by their sending National Agencies or the respective regional SALTO-Center (EuroMed, Caucasus&EasternEurope). Travel and visa costs of the participants from South East Europe will be paid by Austrian National Agency of the YOUTH Programme.

Candidates from Partner Countries have to apply via their regional SALTO-Center (South East Europe, Euro-med, Eastern Europe and Caucasus).

Objectives

This Summer Course will deal in detail specifically and exclusively with the European System for the protection of human rights. Although there are numerous summer courses and other special study programs within Europe on human rights protection, this course concentrates on an integrated treatment of the various European systems and of specifically European issues of human rights protection, that is, with important matters relevant to over forty European countries with diverse political, economic and social systems. The subject matter, therefore, includes human rights protection under the regimes of the Council of Europe (the European Convention of Human Rights and the European Social Charter), the European Community, the Organisation for Security and Co-operation in Europe (Helsinki Accords), as well as that on the universal level of public international law to the extent it is relevant. The treatment of the substantive regimes and their specific rights catalogues will be set against the background of a consideration of the philosophical, historical, political, economic and sociological aspects of human rights, and include practical institutional matters such as complaint procedures as well as developments such as in the area of ‘New Rights’.
Practical and contempoary issues, such as the protection of human rights in situations of war or civil disorder will also be addressed.

This comprehensive course has been organised by and will be presented by a dedicated group of experienced and experts teachers from universities in eleven European countries, co-ordinated by the Viadrina European University Frankfurt (Oder) (Germany). The other participants are the Universities of Lund, Uppsala (Sweden), Sevilla (Spain), Rotterdam, Utrecht (The Netherlands), Aberystwyth, London, Lancaster (United Kingdom), Rennes I (France), Lublin (Poland), Maribor (Slovenia), Malta, Vienna and Salzburg (Austria).

Who can participate?

This course is especially designed for advanced undergraduate students or recent graduates in order to provide students from all countries of both Western and Eastern Europe with an opportunity to expand their knowledge of human nights law and policy within the transnational European context. Participants are expected to attend for the whole duration of the program.

Participating students should :

- have a good working knowledge of English;
- be at an advanced stage of their studies and
- have at least a basic understanding of public international law

Participants from international organisations or NGOs are also welcome.

Teaching method & materials

Held in English, the summer course will combine lecture and discussion approaches. Lectures will have a maximum number of 50 participants, while discussion groups will be limited to 20 participants. Participants will be expected to be actively involved, including the reading of materials set in advance for each session. Materials especially prepared for this course will be provided free of charge. Certain additional reading materiels will be available for purchase.

Certificate

A certificate of participation will be issued at the conclusion of the summer course.

Fees

The total fee for the program is EURO 420. This charge includes

• full tuition costs
• accommodation for full period of the program (13 nights accommodation) and
• all meals (breakfast, lunch, dinner) Monday - Friday throughout both weeks of the program.

Each participant must meet the cost of travel to and from Frankfurt (Oder).

The Council of Europe Information Office in Georgia is organising a series of Training Seminars on the European Convention on Human Rights (ECHR) for the representatives of NGOs, young lawyers, public officials and lecturers of high educational institutions.

The first seminar will take place on 26-28 March 2006, in Tbilisi.

The aim of the campaign is that participants become familiar with the European system for the protection of human rights and to study the rights protected under the European Convention on Human Rights. Participants will be better informed on appropriate mechanisms to deal with respective human rights problems, and ECHR procedures, especially admissibility criteria.

Only successful participants will be awarded by the special certificates.

The 5th Media Law Advocates Training Programme

To be held at the University of Oxford, from 9 - 28 July 2006

This intensive 3 week training programme in human rights and media law with a focus on litigation and advocacy skills is run by PCMLP in collaboration with the Open Society Justice Initiative and other organisations.
The course is designed for lawyers from any country who are interested in deepening their understanding of the various regional and international human rights systems, focusing on the protection and promotion of the exercise of the rights to freedom of __expression and information. Participants are granted automatic membership of the International Media Lawyers Association (IMLA), an international network of lawyers working in the areas of media law, media freedom and media policy, and committed to promoting and defending the fundamental human rights of freedom of __expression and freedom of information. The aim of this programme is to add value and to capacitate those who are trying to handle such issues day-to-day and whose work could benefit from additional skills and knowledge. Applicants should have a strong commitment to human rights, especially to media freedom, a law degree, and eligibility for legal practice in his/her country.
Applicants should therefore:
* be early to mid-career (ie not students or very recent graduates)
* have demonstrated some commitment to promoting and protecting media freedom in their work (if they are in academia they need to demonstrate that they are also engaged in activism/advocacy)
* have a law degree and be working as "advocates" in either the narrower or wider sense, so litigating in the courts or hands-on engagement in law reform (eg legal drafting) and campaigning on freedom of __expression and information issues.
Criteria for selection will include the relevant experience of the applicant, and the applicant's potential to contribute to the development of media defence litigation and legislative drafting, which could include involvement with a human rights or media freedom NGO or work directly with media enterprises and journalists.
Fees and scholarships
The fee for the programme is Ј3,500. This fee includes tuition, written materials and accommodation in Oriel College. There is cashback of up to Ј500 for travel costs on production of relevant receipts.
The Open Society Justice Initiative will be supporting eleven Justice Initiative Fellows from the countries where it is carrying out media freedom and access to information projects. Applicants should be lawyers and should be working directly or indirectly on Justice Initiative projects, particularly on their projects in Africa, Eastern Europe and Latin America.
The Open Society Foundation will be supporting six Fellows from Middle Eastern and North African countries. Applicants should be lawyers and should be working directly or indirectly on Open Society Foundation projects.
The Synchronicity Foundation will be supporting one Fellow. Applications for this fellowship can be accepted only from Russian citizens who are based in Russia.

NB All applicants who wish to be considered for one of the above scholarships should mark this clearly on section 13 of the application form.

The First CEU Graduate Conference in Humanities:

Power, State, and Society:
Interdisciplinary Approaches to Discourses, Social Groups And Agency in
Central and Eastern Europe Budapest, 12-14 May 2006

INTRODUCTION: CONCEPT
In 2006, Central European University celebrates its 15th anniversary since
it was established as an international institution of higher education
aimed to promote the values of democracy and open society in the countries
of CEE/fSU, being in the same time dedicated to the tradition of socially
and morally responsible intellectual criticism. In this period, CEU proved
to be a crossroad of cultures, an interface between the region and the
rest of the world, and also an important agency of social change in the
countries of CEE/fSU. The First CEU Graduate Conference seeks to address
the international body of CEU as well as young scholars and competitive
students from or interested on the region, aiming to establish an annual
tradition of scholarly exchange. The First CEU Graduate Conference is
dedicated to an interdisciplinary approach to cultural and political
discourses, social groups and institutional and individual agencies in
relation to the concepts of 'power,' 'state,' and 'society.' The theme of
the conference is broadly designed in order to address the various fields
of study from the humanities, as well as social sciences.

THE GENERAL FRAMEWORK:
The aims of the conference are: to provide an interdisciplinary academic
debate about the assumptions and the limits of the academic disciplines,
to facilitate the exchange of methodologies and conceptual frameworks, the
approach of different objects of study using similar frameworks and/or
similar topics from various angles and, not the least, to contribute to
the development of knowledge networks among peers in the various fields.
The applicants are encouraged to address the concepts of 'power,' 'state,'
and 'society' by concentrating on the interplay of the political and
cultural discourses, the social groups and the individuals, economic and
bureaucratic agencies. In this respect, the participants are encouraged to
conceive their approach so they may address the general frame and
consequently stimulate the interdisciplinary discussions. Both case
studies and comparative approaches are welcomed. Possible panels may be
organized with the following themes (please, note that the list is open):
* Comparative approaches of the past and/or society: diffusion and
reception of ideas e.g. the discourse of nationalism; * Technologies of
ruling: frameworks of thinking, forms of governamentality, institutions
for policing and/or isolation; * State, church and society;
* Memory and history: the role of representations and interpretations;
* Entangled histories: identities, sites of memory, social change;
* Society and economy: diffusion and reception of goods e.g. merchant
histories; * Gender and citizenship;

CALL FOR PAPERS AND PANELS:
Graduate students and young faculty members, both CEU and non-CEU, are
encouraged to propose papers and panels. Each panel will include
approximately 4 (four) presentations. Another young scholar will
participate as a discussant. Each panel will host a senior scholar or
expert in the relevant field of study that will moderate the discussions.
Ample time will be left for discussion. The working language will be
English. A panel proposal should contain a short rationale, and, if
available, abstracts of possible contributions. In case of need,
organizers will help circulate the panel proposals and recruit further
participants. The selection of the papers will be realized by the
Advisory Committee, composed by CEU Faculty members, who will be involved
throughout the process of organizing the conference.

DEADLINES:
The registration period will start on March 6th. Applications will be
considered as they are received. The final deadline is April 1st. Early
applicants will have better chances of being selected. Applicants that
would need a visa to enter Hungary are encouraged to apply earlier.

FINANCIAL SUPPORT:
There is no registration fee for qualified participants. Accommodation and
food are also provided by the organizers. Non-CEU applicants able to cover
their travel expenses are strongly encouraged to participate. Also, one
may apply for a travel grant for the cheapest means of travel (up to 100
USD). Successful travel grants applications offer also accommodation in
CEU Dormitory. Priority will be given on the basis of academic merit and
financial need. Those intending to apply for a travel grant should write a
short letter of justification. (up to 500 words). The application form as
well as any additional information will be soon available on the website

of: a) the completed application form, including the abstract of the paper
(cca. 400 words); b) a short CV; and c) a short letter of justification
ONLY for the applicants for travel grant (up to 500 words). All the

2006 წლის 14 მარტს, ასოციაცია `მწვანე ალტერნატივას~ და ცენტრალური და აღმოსავლეთ ევროპის ბანკების დამკვირვებელთა ქსელის ინიციატივით შედგება მრგვალი მაგიდა _ “ხუდონის ჰიდროელექტროსადგური _ ნაბიჯი ენერგოუსაფრთხო­ებისაკენ თუ პირიქით?!”.

მრგვალი მაგიდა გაიმართება მდინარეებისა და სიცოცხლის საერთაშორისო დღის აღნიშვნის ფარგლებში. ასოციაცია “მწვანე ალტერნატივა~ შეხვედრაზე წარმოადგენს ინფორმაციას ხუდონის ჰიდროელექტროსადგურის განხორციელებასთან დაკავ­შირებულ გარემოსდაცვით, სოციალურ და კულტურულ ასპექტებზე.

შეხვედრაზე მოწვეულნი არიან საქართველოს ენერგეტიკის, გარემოს დაცვისა და ბუნებრივი რესურსების სამინისტროების, არასამთავრობო სექტორის, საზოგადოების წარმომადგენლები.

შეხვედრის მონაწილეებს საშუალება ექნებათ გამოთქვან მოსაზრებები აღნიშნულ საკითხთან დაკავშირებით. შესაძლოა შემუშავდეს ერთობლივი მიმართვა საზოგადოებისა და ხელისუფლებისადმი.

შეხვედრა გაიმართება დიუმას ცენტრში (გუდიაშვილის ქ. 10), დასაწყისი 15.00 საათზე.
