We come to Amendment No. 22, tabled by Mr Emanuelis Zingeris, Mrs Olena Bondarenko, Mrs Olha Herasym’yuk, Mr Akaki Minashvili and Mr David Darchiashvili, which is, in the draft resolution, at the end of paragraph 13, add the following sentence:

“Failing these requests, the Assembly should consider challenging the credentials of the Russian Delegation in accordance with Rule 8 of the Assembly’s Rules of Procedure at its January 2010 part-session and may subsequently decide to request the Committee of Ministers to suspend Russia from membership of the Council of Europe in accordance with Article 8 of the Statute of the Council of Europe.”

I call Mr Zingeris to support Amendment No. 22.

Mr ZINGERIS (Lithuania). – At the beginning of this meeting, our friend Luc Van den Brande said that we were still at the start of the implementation of our Assembly’s resolution, after one year. The amendment would ensure that what we stated and supported in all our amendments will be implemented. There should be a deadline.

THE PRESIDENT– Does anyone wish to speak against the amendment? I call Mr Hancock.

Mr HANCOCK (United Kingdom). – I do not know how many times we have to try to do the same thing, but this is a re-run of what Mr Kox said earlier. The amendment will achieve nothing. It will not help a single soul in South Ossetia or Abkhazia, or for that matter people living in Georgia. It will not bring people together, but put them further away from ever being able to talk properly on the subject. If we accept the amendment, it will start the decline of the Council of Europe. Urging the Committee of Ministers to suspend a country from its membership is not the way to bring things to a head and settle them, but the opposite.

THE PRESIDENT (Translation). – What is the opinion of the Monitoring Committee?

Mr HOLOVATY (Ukraine). – The committee is against.

THE PRESIDENT (Translation). – The vote is open.

Amendment No. 22 is rejected.
