Davit Lortkipanidze: Someone was calling me up and saying that if I transferred money to an offshore bank account of his choice no one would touch me. He introduced himself as a colleague of Georgian Prime Minister. I checked back but found no one of this name in the coterie of PM.
I believe the money extorter had close ties with the tax office as he was fully informed just about anything. For instance, he knew how much gold we had sent to Uzbekistan, Russia and other countries. He was also aware of how much we were expecting from these countries.
Once he even told me that he knew I did not have anything on my bank account but our organization was expecting money from certain countries and he demanded that I diverted them to specific accounts. At the time we had a 2-million agreement with a certain country and expected an installment. I asked him: “How shall I explain it to tax office or chamber of commerce if I transfer such a huge sum to an offshore zone?”
“No one will ever come and bother you with checks and questions,” he replied. To prove he was calling me up on Zhvania’s orders, he gave a detailed account of Zhvania’s steps minute by minute. Furthermore, he knew such details of Zurab Zhvania’s routes and locations, which clearly spoke about his belonging to MP’s close circle. I re-checked his words for several times, only to find out that he was correct all the time. In short, this man had been phoning me during a month.
In the same period, the State embarked on a war against Zarapkhana, aiming to bankrupt it on purpose. They fined us for several million lari for no apparent reason. I paid 5 thousand lari as a fee to prove the error of the penalty in the court. However, I was fired from my position; so the court did not even look into the case. Instead, the new director of Zarapkhana, who replaced me recalled the appeal. Several times I requested a meeting with Zhvania but failed due to the people around him…
Q: Still why do you rule out that they were acting on the orders of the Prime Minister, trying to extort money?
A: Because I was being threatened by others even before that guy appeared and his repeated blackmailing attempts via phone. Enterprise Management Agency believed that I had to leave my post according to the wish of Zurab Zhvania. At that time I accidentally ran into Zhvania. One day I went to the administration of the President for some business. I suddenly saw Zurab Zhvania leaving the President’s room. I stopped him for several minutes. “Mr Zurab, they are pressing me hard… They want me to leave Zarapkhana. They say it is you who is interested in all these… Perhaps you tell me straight why shall I leave my post?” – I asked the Prime Minister.
“Do not listen to the fools! If I wanted your dismissal, I would have told you about it directly and given you reasons why it was necessary. I believe you should remain on your place,” Zhvania countered.
I found out that the desire to depose me belonged to former minister Bendukidze. He was fighting me openly. Bendukidze and Zhvania had disagreements on certain issues, mainly in the privatization field. After Zurab openly stated his position on Zarapkhana, I understood that Zarapkhana became a subject of privatization thanks to Bendukidze and his rampant “privatization” program. By the way, when that odious guy was calling me, he was mentioning a minister of economy indirectly, without saying a name, calling him “the Great Minister”. Later, I discussed the issue with a representative of general prosecutor Giorgi Latsabidze. I said to him that I had a video tape of that phone conversation. The Prosecutor’s Office opened a criminal case and gave me a victim’s status. They retrieved phone numbers from where calls were coming to my fixed work phone number. Interestingly though, the list of calls omitted numbers starting with digits 2 or 9. I do not doubt that investigation was able to identify the identity of the extortionist but covered him up.
This guy knew everything about the movement and whereabouts of Zurab Zhvania. Maybe he was even from the circle which was involved in the death of the Georgian Prime-Minister. I am convinced that they got rid of Zurab Zhvania because something ominous was uncovered. No one doubts that the Prime-Minister did not die from gas suffocation.
