1) What is SIU?
The Norwegian Centre for International Cooperation in Higher Education (SIU) is a Norwegian agency that promotes international cooperation in education and research. SIU is a public administrative body under the Ministry of Education and Research and NOT a university or university college.
2) What is the Norad's Programme for Master Studies (NOMA), earlier the Norad Fellowship Programme?
NOMA is a programme providing financial support to develop and run Master Degree Programmes in cooperation between higher education institutions in the South and corresponding institutions in Norway.
The aim of all educational activities within NOMA is to educate staff in public and private sector, as well as NGOs, in the South.
Masters programmes supported through NOMA are established and developed in the South in close collaboration with Norwegian institutions. The needs and priorities of the countries in the South is the basis for cooperation between the partners in the South and in Norway.
Please note that prospective students who seek information about Master programmes should not contact SIU for assistance, but direct their inquiries to the institutions offering courses in the NOMA-programme.

3) Other scholarships available for foreign students
The Quota Programme
The Norwegian Ministry of Education and Research has established a scholarship scheme, the Quota Programme, in order to facilitate access to higher education in Norway for students from Eastern Europe and the South. The scholarships cover all expenses for an academic year (10 months) and are given as loans and grants. The loan is converted into a scholarship upon the student’s return to his/her country of origin. For more information about the programme please contact one of the universities or university colleges in Norway. The deadline for applications is set by the individual institutions.
